As far as sounding low, this could be related to using a different audio device between the two, an inadvertent volume change on the track (it's easy to set those rubber bands down a bit when dragging a file) or on the Master. If you open the Mixer on Premiere, it should have those same markings from Audition and you'll see you're levels SHOULD be right. The Master Meter in Premiere is a dbFS scale. So actually 0 or just above on the left meter equals about -12 dbfs (assuming you're using the default range in Audition)on the right - They are different ways of measuring the same level.

The one that goes to 0 (on the right) is dbFS (Decibels Full Scale) and the one on the left is a kind of pseudo PPM meter (the ballistics are weird but it's close). One goes to 0 and the other goes from -99 to +15. I'm assuming you're looking at the Mixer meters in Audtion? If you look, you'll notice they have TWO scales. Tom is right, 0dbfs WOULD be too high, but I think we're talking apples and oranges here (specifically because you said you're meters were just OVER 0 and you can't go over 0 in dbfs).
